POSITION DUTIES

The Office Manager is the lead in ensuring theday-to-day operations of the HCHD’s clinic. This position ensures steadyworkflows and uninterrupted services for the sexual and reproductive healthclinic, tuberculosis control clinic and child and adult immunization clinic.Responsibilities for this position include administrative tasks, initiation ofmedical billing (including eligibility verification, prior authorizations,applying appropriate deductibles and/or copays), creating charges for self-paypatients, overseeing the electronic health record appointment system, anddeveloping and reviewing policies and procedures. This position supervises 2Fiscal Account Clerks II and a Health Records Technician.

Management ofHealth Center and Clerical Office Staff 35%

Supervises thedaily clerical operations and record management at the health centers tomaintain efficient office practices

Creates andoversees a monthly schedule

Attendssupervisory meetings on a monthly basis

Front EndBilling and Collections Oversight 25%

Oversees theColumbia Health Center fiscal operations

Works closelywith Billing Specialists

Screens allclients for Medicaid or commercial insurance eligibility, obtains authorizationand pre-authorization for billing insurance companies, verifiesdeductible/copay information

Createscharges and receives payments for self-pay patients

Oversees thecollection of donations received,data entry, andcollection offees

Telephone/PersonalCommunication 10%

Screens andrefers calls and visitors to appropriate staff

Prepares andupdates voicemail services for planned or unplanned building closures

ElectronicHealth Record Management 10%

Oversees theopening, maintenance and closing of records per MD state records managementdivision policy and procedure

Overseespatient portal registration

Manages/troubleshootspatient kiosk

QualityAssurance 10%

Provides dailydirection to all clerical staff and assesses daily staffing operations

Staffing 5%

Recruits andorients new clerical staff

Supervision 5%

Supervises,evaluates and counsels assigned staff

Prepares andconducts PEPs according to schedule

Other dutiesas assigned

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience supervising lower-level clerical employees.

Notes:

1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer inAdministration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Desired Qualifications

-Experience managing an outpatient medical clinic

-Experience with basic medical billing processes (eligibility verification, deductions, copays, prior authorizations, etc.)

-Experience with electronic medical records

-Familiar with ICD-10 and CPT codes
